I never did it editing memory but yes using packets, the thing is you need to read the map and look for tiles containing fish (IDs: 4597,4598,4599,4600,4601,4602) then you send a packet like the use with hotkey, or you edit memory like you said.

EDIT: ok i think i misunderstood you, i was talking about auto fishing. I think want something that auto click items so you get the crosshair and manual use but i can't help you with that :( .
