What does it do? Get socket number from memory and send a packet using it?
packet.dll creates a memory block in tibias process where it then writes in the packet buffer and the send function called with pointers to the packet and tibias socket. Then it executes it with CreateRemoteThread() and frees the memory.
And yes it's made to send packets.
